This session, a proposed constitutional amendment on abortion is one of the highest priority items for both House and Senate leadership. The measure was passed by the Senate, but later failed by a very close margin in the House. Today, the U.S. Environmental Protection Agency (EPA) finalized a rule that establishes the required renewable volumes under the Renewable Fuel Standard (RFS) program for 2020, and the biomass-based diesel volume for 2021. EPA is accepting comments on its plan to reallocate future Renewable Fuel Standard volumes lost to small refinery exemptions (SREs) until Friday, Nov. 29. On October 15, 2019, EPA issued a supplemental notice of proposed rulemaking on cellulosic biofuel, advanced biofuel, and total renewable fuel volumes for 2020 and the biomass-based diesel volume for 2021.
