25 Jan Renew Kansas Biofuels Association submits comments on Kansas SIP amendment
Renew Kansas Biofuels Association’s comment to EPA to amend the Kansas State Implementation Plan (SIP) to allow for year-round sales of E15 fuel in Kansas City has now been submitted (via Regulations.gov) on the “Kansas Air Plan Approval; Removal of Kansas City, Kansas Reid Vapor Pressure Requirement”.

As we recently reported, the Kansas SIP Amendment Proposal for the Kansas City area has been published in the Federal Register, and the 30-day comment period on the proposal will close on February 18th.
Earlier last week, however, it was reported that President Joe Biden is slowing down the regulatory process in order to give his new executive team time to review pending or recently issued rules. In a memo released by President Biden’s Chief of Staff, agency heads were encouraged to consider postponing the effective dates of rules: For rules that have been published in the Federal Register, but have not yet taken effect, the memo directed agency heads to consider postponing the effective dates of those rules for (an additional) 60 days.
During that additional 60-day period, agencies were advised to “open a 30-day comment period to allow interested parties to provide comments about issues of fact, law, and policy raised by those rules, and consider pending petitions for reconsideration.” The rules could also be further delayed, beyond the 60 days, if they raised “substantial questions of fact, law, or policy.”
